What happens if I attend a junior college after signing an NLI?

Dear Eligibilty Coach:

My son signed an NLI with a four-year college in 2011, but decided to attend a junior college instead. He finished the first year at the junior college and wants to transfer to a different four-year college? What can he do so that he will still be eligible to compete?
