Brief Description of Duties: The Clerk II will facilitate the preparation and disbursement of more than 14, 000 biweekly paychecks/advices. The individual must adhere to New York State Office of the State Comptroller and Research Foundation auditing/check disbursement regulations. This position is also responsible for auditing and maintaining classified employees time records, governed by complex Time and Attendance rules and regulations.

• Responsible for adhering to the New York State Office of the State Comptroller and Research Foundation auditing/check distribution regulations and HRS procedures. This includes generating and updating State paycheck rosters.
• Collaborate with paycheck auditing team on the sorting, and auditing of approximately 14, 000 paychecks and direct deposit advices bi-weekly against department rosters.
• Distribute checks/advices to authorized department designees.
• Maintain paycheck rosters, check hold list, and all reports pertaining to the payroll disbursement process.
• Maintain the check distribution procedure manual.
• Update State Payroll ( Payserv) database with employee department changes from the Discrepancy Report’ after each State payroll.
• Must become familiar with union contracts and NYS Time and Attendance rules and regulations. Audit classified and hourly time sheets on a bi-weekly basis. This entails reviewing time sheets to calculate hours worked and payment due to hourly employees. Requires accurately calculating over-time, extra time, holiday and over-time meal money payments, shift differential adjustments, on call, re-call and lost time deductions.
  
  
  
  Audited time sheet adjustments for payment must be received in Payroll timely in order to meet processing deadlines.
• Annually input leave accrual balances into an Excel file for SUNY Accrual Reporting.
• Maintain PeopleSoft table containing authorized Check Disbursement designees via the ‘Record of Authorized Signature’ form. Administer the check disbursement online training tool annually and to all new designees.
• Assist with administering various programs such as the Holiday Waiver Program, Leave Donation Program, Productivity Enhancement Program (PEP), Over-40 Comp Time, and the Part-time Leave Adjustment Program.
• Effectively communicate with employees and department representatives, via e-mail, and telephone concerning timesheet corrections and time and attendance questions. The incumbent should be knowledgeable of Time and Attendance rules and regulations.
• Review termination report and accurately calculate, vacation accrual balances for submission to payroll for payment.
• Assist with the Leave Donation Program by determining if donor is eligible to donate leave credits, and if eligible, make appropriate leave credit adjustments, notify employee of adjusted leave balances.
• Review bi-weekly report of new appointments to determine Time and Attendance eligibility and create time sheet file if necessary. Communicate accrual transfers to the appropriate agency.
• Assist with special projects, such as collating materials for training sessions. Assist with labeling memos to be sent via campus mail to employees.
• Assist with various functions of State Payroll.
