This position serves as a business analyst supporting application and service development and implementation in Duke’s central IT unit and on behalf of selected school and departmental units. A primary responsibility of this position is gathering and developing functional requirements for IT activities, including coordination with business stakeholders, engagement with technical stakeholders to ensure functional needs will be met, and support of post-development testing and use acceptance. Additionally, this position assists business units in the implementation and testing of systems and applications selected through requirements-driven processes. Fundamentally, this position plays a key role in helping Duke better understand and document its requirements for systems and to improve the quality of systems and applications deployed to the campus.

This position reports to the Director of Service Management and Operational Integration (SM&OI) and will work closely with OIT and distributed IT unit management, operational departments, service owners, systems administrators and support functions. Additionally, the incumbent will collaborate closely with OIT’s Project and Consulting Services group to support business analysis (including use case/business case development), project management and other activities in a project-based virtual team model. This position will support other service management and IT activities as necessary.

The successful applicant will have a demonstrated work history of successful engagement with a diverse set of functional customers and representatives to develop functional requirements, user acceptance test cases, and other project and service effort milestone documents. S/he will be adept at understanding a business’ functional needs and communicating those needs to technologists so that solutions developed or procured meet initial functional standards. The ideal applicant will also have demonstrated relevant experience in information technology including infrastructure, telecommunications/networking, application development or similar functions, and an aptitude to broadly understand diverse technology environments more generally. Knowledge of higher education and particularly university IT functions desired but not required.



DUTIES & WORK PERFORMED:
• Serves as a principal conduit between project/service functional stakeholders and the technical team delivering or developing the IT or system solution, working under guidance of a project-specific sponsor representing IT and/or the business.
• Where needed, assists functional stakeholders in documenting their current business processes or recommending business process change/renewal where needed to match best practices or simplify the complexity of a system deliverable; documents a comprehensive list of functional requirements for stakeholder sign-off.
• Collaborates with OIT and third-party technical staff to ensure that requirements for solutions are well-understood; serves as a translator of and advocate for customer requirements. Where customer requirements may be infeasible within available technology or funding, works with functional and technical stakeholders to refine requirements or deliverables.
• During engagements, helps to validate that decisions on business needs, requirements and technical solutions reasonably represent best-use choices of Duke resources (financial, technological, human) and are broadly in the institutional interest; notifies project sponsor or director of inconsistencies in or conflicts with this principal.



Ensures that technical requirements or plans for system/service architecture meet the spirit and intent of initial functional requirements, and engages closely with project manager to re-validate or, with customer, modify requirements where needed.
• Provides business analyst support for units that have selected applications/systems based on a functional requirements process. This support may include documenting and renewing business processes to improve compatibility with a new system; working with key functional users to help their organization transition to the new system; engaging with vendors/contractors to ensure that Duke requirements and business needs are understood and met; and more generally supporting the project as needed.
• Develops user acceptance test cases mapped back to functional requirements to validate solution against functional requirements. Assists in coordinating user acceptance testing and other activities preceding go-live.
• Collaborates closely with OIT Project and Consulting Services on shared activities where needed. This collaboration may include supporting OIT-PCS staff loaned in as extra resources for requirements and business analysis; supporting OIT-PCS activities as a loaned business analyst or project manager (for projects other than those with requirements analysis needs); or assisting with other OIT activities to develop, deliver and improve IT services.
• As a member of OIT’s Service Management and Operational Integration (SM&OI) team, works with colleagues to support other departmental activities. These may include IT service management projects; service quality/availability/capacity planning and validation; review of new and changed service readiness for production; analysis of service architecture and redundancy; development of IT metrics; change management; post-incident review; and other activities as needed.


SOFT SKILLS:
• Must have strong planning, organizational, and verbal and written communication and presentation skills, including the ability to successfully communicate and collaborate within teams of peers and with a wide variety of customer stakeholders of highly varied IT backgrounds.
• Interviewing, listening and facilitation skills to engage with stakeholders to fully understand their business needs and requirements in a constrained period of time.
• Ability to critically evaluate customer and IT requests and needs, and to deconflict these where required or to escalate to project sponsor or director where needed.
• Demonstrated ability to quickly understand and come to support the needs of a wide range of business units across organizational disciplines, including finance, HR, facilities, academic departments, international units, development/fundraising, athletics, student life and health care delivery/services.
• Ability to work in a demanding, fast-paced environment; ability to handle multiple concurrent activities and have a flexible, positive attitude.
• Basic understanding of project management concepts sufficient to serve as an additional project management resource in one-off activities.
• Ability to analyze and recommend in trade-off decision-making points (e.g., buy vs. build, in-source vs. outsource.)
• Capable of succeeding and exerting appropriate influence in a decentralized organization and on projects that may have matrixed stakeholders and leadership.
• Familiarity with industry best practices associated with IT service management, project management, and software development lifecycle methodologies a plus.
