Hiring, Employment Levels of Disabled Increase

Posted By: How May I Help You NC on December 23, 2014 Federal agencies in 2013 hired individuals with disabilities at the highest rate in at least 33 years, OPM has said in an annual report on the implementation of a 2010 executive order seeking such an increase. At the end of the 2013 fiscal year, 12.8 percent of non-seasonal, full-time permanent federal employees had disabilities, up from 11.9 percent the prior year and up from 10.2 percent in 2010; the percentage of such employees newly hired similarly increased to 18.2 percent from 16.3 percent over one year. “To implement EO 13548, OPM has been working with partner agencies to implement and improve efforts to employ workers with disabilities though increased recruitment, hiring and retention. OPM has identified these efforts as a key component of human resource strategies, and has required agencies to adopt an integrated approach involving their human resource, equal employment opportunity, and diversity and inclusion offices. Agencies are expected to implement practices within their agencies that promote diversity and inclusion for all employees,” OPM said in the report. It added that the rate of hiring of persons with “targeted” disabilities—those deemed especially severe—is the highest in 18 years at 1.3 percent, and the overall share of such individuals in the workforce, now just above 1 percent, is the highest in 16 years. Increasing that employment through strategies including greater use of the Schedule A hiring authority was another goal of the executive order.
