N.C. A&T Chancellor Seeks Congressional Support and Celebrates 1890 Universities

Martin Sr., chancellor of North Carolina Agricultural and Technical State University, will address the U.S. House Committee on Agriculture on Wednesday during a historic visit to Washington where representatives of 19 historically black universities will celebrate the 125th anniversary of the law that awarded their land-grant status. Martin will ask that Congress provide additional oversight for agricultural research funding to ensure that states meet their obligation for providing one-to-one match requirements, and that states provide equitable formula funding to all land-grant universities. Martin will also ask that funding for USDA’s National Institute of Food and Agriculture remain a high priority in alignment with President Obama’s 2016 fiscal-year budget request. North Carolina lawmakers on the House Committee on Agriculture are Rep. Alma Adams, D-N.C. and Rep. David Rouzer, R-N.C. The House Committee hearing, which recognizes the continuing contributions of the historically black land-grant universities, is timed to coincide with the two-day observance of Congress’s landmark legislation that in 1890 established the system that gives land-grant status to 19 historically black institutions – including N.C. A&T. Martin is one of six university chancellors and presidents invited to testify on behalf of the 1890 community during the observance of the Second Morrill Act. As landmark legislation, the Second Morrill Act sought to correct discriminatory practices by Southern and border states that denied African Americans admission to the public land-grant universities created by the Morrill Act of 1862. The observance includes an exhibition of each university’s programs on Wednesday and a convocation on Thursday, both events at the Library of Congress. The convocation features remarks by congressional leaders, including Adams, and U.S. Secretary of Agriculture Thomas Vilsack, in addition to remarks from 1890 representatives. University leaders will be joined by scores of their university supporters during the week.
