Posted By: How May I Help You NC on April 21, 2017 Basic Function and Responsibility: Develop and manage the College's annual budget and long-range financial plan under the leadership of the Director of Budget and Accounting Services in accordance with the principles and procedures of public finance, budgeting and budget control. Responsibilities also include ongoing financial analysis, develop and file the College's property tax levy, preparation and filing of various reports to the Board of Trustees, ICCB and Cook County, assistance with special projects and management of general ledger structure and security within the Banner Financial system. Supervise Budget Office staff. Characteristic Duties and Responsibilities: Develop annual budget in excess of $100 million based upon local and macroeconomic indicators. Identify budget trends, assumptions, and implications of those trends on College operations. Plan, develop and implement the budget calendar process. Prepare analysis and present to Director five-year revenue and expenditure projections. Review and process budget requests, make adjustments to budget as needed, prepare salary, benefits and other studies to project budget estimates, and prepare the annual budget document. Participate in the development of Board of Trustees presentations, agenda items and ensure publication of necessary legal notices. Prepare Presentation Budget for GFOA award annually. Prepare and circulate monthly internal financial reports. Review and analyze budget variances. Recommend potential resolutions for budget issues to support College objectives and needs while staying within the Budget approved by the Board of Trustees. Develop long range financial projections for use in strategic planning including: enrollment, state funding, collection of state monies, benefit costs, etc. Project long range compliance with Board-approved financial policies for net assets, debt management and capital improvements. Calculate property tax levy in excess of $40 million. Ensure compliance with statutory limitations while balancing financial resources to fund College operations. Maintain compliance with legal requirements for public notices and compliance with ICCB and Cook County filing requirements. Prepare and timely file mandated reports with Cook County and the ICCB including: annual budget and tax levy materials, UFRS, Instructional Cost, Certified Credit Hours, RAMP and Chargeback. Assist with strategic and complex special projects impacting all College stakeholders including tracking of capital expenditures, issuing of bonds, new Board policies, collective bargaining data requests, and various outside agency reports and presentations to a variety of stakeholders. May involve contact with high level professional advisors to the College including attorneys, auditors, architects, underwriter, financial advisors and other outside consultants. Oversee key aspects of the Banner Finance system including: security access for Banner Finance users, management of the chart of accounts and approval queues, consultation and direction for problems that arise and testing for system upgrades. Responsible for the design, maintenance and oversight of the Banner Finance budget module. Assess the impact of system changes and ensure there are not disruptions to daily operations or that disruptions have been identified and prepared for. Train employees in use of the budget-related functionality of the Banner Finance System. Program and maintain (Access) database and (Excel) spreadsheet applications necessary for the proper collection and analysis of data for the College and Budget Office. Applications include long-range financial projections, detailed budget data, staff salary management, analyses for negotiations, general ledger reporting, equipment budgeting and generation of certain ICCB reporting requirements.
