Posted By: How May I Help You NC on June 22, 2018 The Orange Water and Sewer Authority (OWASA), a progressive water utility providing retail water, sewer and reclaimed water services to the Towns of Chapel Hill and Carrboro and to the University of North Carolina at Chapel Hill, seeks a highly responsible, results-oriented Engineering Manager to lead our system development team. This position oversees all aspects of water, sewer and reclaimed water system extension by the development community including capacity assessment, design review, easement acquisition, permitting, inspection and project close-out ensuring all work is accomplished in accordance with local, state and federal regulations and OWASA policies, standards and specifications. This position requires knowledge of engineering principles and practices used in the design and construction of water, sewer and reclaimed water projects. Candidates should be self-motivated with the strong ability and desire to lead others when it comes to development, team building, coaching, setting clear work standards and assisting the team to fulfill the mission and goals of the organization. Candidates should have excellent written, verbal and interpersonal communication skills and have a proven ability to work effectively with members of the public, regulators, developers, consultants, contractors and government staff. This position manages system development by guiding and directing OWASA’s Engineering Associate, Engineering Technicians and Construction Inspectors; managing water and sewer extension projects; resolving issues that arise during construction by meeting with developers or contractors; conducting regular project review meetings; supporting improvements made to OWASA’s geographic information system; updating OWASA’s standards and specifications; ensuring development plans comply with OWASA’s backflow/cross-connection ordinance and grease and oil control standards; and coordinating utility work with NCDOT roadway improvement projects. Candidates should have five to seven years of experience modeling leadership behaviors, coaching and supervising in a water utility environment or closely related field. Position requires a Professional Engineer license and a North Carolina Class C driver’s license.
