One of Bowie State University’s very own, Officer Trainee Chaning D. Burgess received a full ride, two-year scholarship through the U.S. Coast Guard College Student Pre-Commissioning Program (CSPI). The CSPI program is a scholarship program designed for motivated individuals who demonstrate a high caliber of academic and leadership excellence and desire to serve their country in the United States Coast Guard. Students currently enrolled in a full-time bachelor's degree program at a designated college or institution (accredited) designated as a Minority Serving Institute (MSI).

Students accepted into this scholarship program will be enlisted into the United States Coast Guard, complete basic training during the summer, and receive full funding for up to two years of college. Funding includes payment of tuition, books, and fees, a full-time Coast Guard salary, housing allowance, and medical benefits. While in the program students are required to wear a CG uniform once a week while on campus. After completing their junior year of college, CSPI students attend a three-week leadership-training course in New London, CT during the summer.



Following, college graduation, CSPI students attend a 17-week officer candidate school (OCS) in New London, CT. Upon successful completion of OCS, graduates receive an Officer commission as an ensign (O-1) and an assignment in one of the many exciting Coast Guard mission fields.
Following his father’s example and legacy, Chaning strongly desired to attend a historically black college or university (HBCU) and applied for the CSPI program like his father. Chaning believes that as a leader you must have the confidence to stand alone, make tough decisions and have compassion of other’s needs. He also, is very proud to serve his country alongside of his parents who are both military officer’s in the U.S. Coast Guard.
