NCSL provides research, technical assistance and opportunities for policymakers to exchange ideas on the most pressing state issues. Our mission is to serve state legislatures and other intergovernmental groups by providing support, promoting fresh ideas, connecting legislators and staff with experts and each other, and provide a strong, cohesive voice in the federal system. Since its founding in 1975, NCSL's staff has grown from 15 employees to over 150 employees in its offices in Denver, CO and Washington, D.C. GENERAL DESCRIPTION: This professional health policy position will focus on a variety of state policies across domains such as primary care and rural health, health insurance and costs, public health, and maternal and child health. The position is non-partisan and non-advocacy. The individual will have responsibility for tracking state legislative bills, analyzing and reporting on legislation, performing policy research, responding to requests for information, assisting with planning and conducting meetings for legislators, writing policy publications, collecting information about current events related to assigned topics, creating and updating user-friendly webpages, collaborating with other NCSL staff and staff from other national organizations. This position will cover a range of health policy topics and requires a person who is able to juggle multiple tasks and topics efficiently. It also requires good team work across projects and program areas within NCSL, as well as excellent written and oral communication skills to interact with a wide variety of audiences. This position primarily focuses on writing policy analysis memos, web content and policy briefs, conducting research, and assisting with meeting planning as well as creating, updating and managing numerous web resources, and participating in fundraising and administrative tasks related to grant management. This position will require independent work under the mentorship and direction of senior staff. This position is grant-funded and is subject to reduction in percentage of time covered or elimination if grant funding becomes unavailable. RESPONSIBILITIES AND DUTIES: • Research, collects, tracks, summarizes and analyzes health legislation. • Collects and synthesizes information for reports, short publications or articles, and develops 50-state charts and tables on discrete legislative actions. • Researches and writes web content, brief policy publications and other documents in related topical areas. • Prepares concise and accurate oral and written responses to legislative requests for information. • Researches, creates and updates web-based resources that may include health legislation tracking, and preparing reports, maps, news items, charts, pictures and other digital information resources. • Collects, monitors and analyzes data/information from a variety of sources regarding health policy issues, legislative actions and state and federal programs. • Collaborates with other NCSL staff and staff from other organizations to plan, prepare materials for, and attend relevant meetings and seminars. Out of state travel may be required several times per year (likely 4-8 times per year), which may involve some weekend travel and work. • Provides assistance with research and writing support on grant proposals. • Attends health program and other NCSL internal meetings, participates in conference calls and other communications with NCSL constituents, all in a timely manner. • Other duties, project or program tasks, as assigned. SUPERVISORY RESPONSIBILITIES: This position has no direct supervisory responsibilities but does serve as a coach and mentor for other positions in the department. WORK ENVIRONMENT: This job operates in a professional office environment. This role routinely uses standard office equipment such as laptop computers, copy machines, scanners and smartphones. PHYSICAL DEMANDS: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. This is largely a sedentary position that requires the ability to speak, hear, see, lift small objects up to 50 lbs., open filing cabinets and bend, stoop, or stand on a stool as necessary. Requires the ability to travel locally, regionally and nationally, including overnight and weekends.
