The Principal Deputy Managing Director of the National Transportation Safety Board, Dolline Pryer Hatchett received the 2022 Presidential Distinguished Rank Award (PRA), the nation’s highest civil service award, Tuesday, Nov. 15. Chosen by President Biden, the PRAs recognize the hard work and important contributions of dedicated civil servants in the American federal workforce. Only 1 percent of Senior Executive Service (SES) members across the federal government are eligible to receive the award.

Dolline Hatchett, NTSB“Dolline exemplifies the best of public service,” said NTSB Chair Jennifer Homendy. “For more than 25 years, Dolline has been delivering extraordinary results, not only for the NTSB and other agencies but the nation. Dolline has made significant contributions leading the NTSB through some of the most challenging times in its 55-year history.”

As the NTSB’s principal deputy managing director for management and operations, Hatchett provides executive-level direction for day-to-day activities of the agency.



In her prior role as Director of Safety Recommendations and Communications (SRC), Dolline oversaw teams that successfully supported the completion of more than 3,900 major accident investigations, incidents, and crashes, ranging from single pilot aviation crashes to large-scale, high-profile accidents across all modes of transportation. Her leadership in the landmark case involving the crash of a 737 Max into the Java Sea contributed to significant changes being made to correct and include human factors and training in the design and certification of new aircraft based on the NTSB's recommendations.

As SRC director, Hatchett spearheaded an effort to increase employee engagement by creating the first-ever employee intranet portal, InsideNTSB. By creatively using the agency’s existing assets, she saved taxpayers more than $200,000 in contracting costs.

Hatchett graduated with honors from Norfolk State University, Norfolk, VA., where she earned a B.S. in Mass Communications. She is a graduate of the Federal Executive Institute, the Defense Information School, and the American University’s Capstone Program for Senior Executives.
