HBCU Advocates Seek Funds To Reinforce Campus Safety.

Moore on November 28, 2022 As lawmakers ramp up their appropriations discussions ahead of the mid-December deadline to fund the federal government, historically Black colleges and universities are pressing for targeted funds to protect their campuses from threats. About a third of all HBCUs were targeted with bomb threats since January. The FBI responded by launching an investigation into the threats made in February, labeling the incidents “hate crimes” and “racially or ethnically motivated violent extremism.” And HBCU leaders have been demanding charges and a resolution to the threats that rocked their students' sense of security on campus. FBI Director Christopher Wray earlier this month told lawmakers the bureau is working with state prosecutors to charge an underage person in connection to the first round of bomb threats made to historically Black colleges earlier this year. But, because of “federal limitations on charging juveniles with federal crimes” the bureau is working with the state prosecutors to bring charges. Congress should now also focus on public safety grants for HBCUs in the Commerce, Justice, Science appropriations bill, according to Lodriguez Murray, United Negro College Fund senior vice president of public policy and government affairs. Murray wants the Judiciary Committee to “take up authorization language, which puts an emphasis on HBCUs” to direct safety funds to campuses that need it. He also put an emphasis on DHS grants. Wray this month also said that the investigation is still ongoing and “we've been very engaged with HBCUs all over the country … and we're determined to see this through.” Some HBCU advocates were critical of the FBI’s delivery of the news of a potential suspect and charges that they have been waiting almost a year for. “Many of the leaders of the institutions as well as all of us and UNCF found out via the news media,” Murray said. HBCU leaders say they still want better outreach from the bureau. “I believe two things could simultaneously be true: I believe that the Biden Harris administration may be the best ever administration for HBCUs,” Murray said. “Simultaneously, the Department of Justice — and specifically the FBI — could do way better communicating with affected communities that have been terrorized.” When asked for comment, an FBI spokesperson pointed your host to a Nov. 14 press release on the threat update. “We have said repeatedly (in prior statements on the matter) that ‘we will continue to share with schools, partners, and the public as information becomes available,’” the FBI said in an email.
