Morgan State University among HBCUs poised to get federal research funds as part of new legislation

Posted By: S. Moore on December 19, 2022 BALTIMORE — Morgan State University appears to be in line for some important federal research funding. Research has long been a part of Morgan's mission, along with its motto to grow the future and lead the world. Now, it appears Morgan, along with a number of other historically Black colleges and universities, are poised to get some federal help to make that happen. The university's fall commencement ceremony took place Friday with hundreds of graduates crossing the stage. A number of them earned degrees for research completed at Morgan. In recent years, university officials began putting more emphasis on research, and now, a federal program called the HBCU Rise Act will help Morgan's research efforts grow even more. "We at Morgan are determined that we want to become a very high research university. We think we are poised to do that, and this particular bill is going to create opportunities for some federal support along the way," Morgan State University President David Wilson said. The money is part of the 2023 National Defense Authorization Act, and it creates a new program within the U.S. Department of Defense to benefit HBCUs. U.S. Sen. Chris Van Hollen, D-Maryland, was instrumental in pushing the measure forward. In a statement, he said: "Our provision will help them take the next steps toward becoming top-tier research institutions while supporting the growth of a more diverse stem workforce and bolstering our national security." "With all due respect to other institutions that are research or high-research or very research, perhaps are not bringing the kind of perspective to those particular challenges that a very diverse, well-prepared faculty here at Morgan would bring," Wilson said. The benefits from the HBCU Rise Act aren't limited to research. "It will broaden the capacity of colleges and universities in a number of different areas in research, in patents, in all sorts of things that allows them then to be able to merit the status change from an R-2 to an R-1 -- and the 'R' is just for research," said U.S. Rep. Kweisi Mfume, D-District 7, who is also chairman of the Morgan State University Board of Regents. In addition to Morgan, the University of Maryland-Eastern Shore is also in line for research funding. The president is poised to sign the legislation into law sometime after the first of the year.
