Dawn E. Belton (“Dawn B.”), creative leader, four-time campus queen, and 76th Miss Bowie State University, brings her passion for empowerment and community through her work with Soul Service. Mr. Billy R. Bennett, Director of University Bands, shares his insights on the power of music and performance in shaping BSU’s culture.
