Livingstone College Creates Pathway for Foster Care Youth Through H.O.P.E. Emancipation Project

Livingstone College is breaking down barriers to higher education for students aging out of foster care through an innovative program that provides both financial support and comprehensive wraparound services.

The Salisbury, North Carolina-based HBCU has launched the H.O.P.E. Emancipation Project, offering qualified students an investment of up to $35,000 to cover tuition, on-campus housing, meal plans, and coordinated mental health services. Each student is also paired with a dedicated success coach to guide them through the challenging transitions from foster care to adulthood and college life.

Key Takeaway: Less than one percent of children in foster care attend college, but Livingstone College is working to change that statistic by removing the barriers that prevent foster youth from accessing higher education.

Remarkable Early Results

The program's Alpha Cohort has already demonstrated impressive outcomes. Of the 22 students enrolled in the inaugural cohort, 95 percent are still persisting in college. One student has already graduated, with another scheduled to complete their degree in December.

The academic achievements are equally noteworthy:

  • 40 percent of the cohort currently maintains a GPA between 3.5 and 4.0
  • 95 percent of students report feeling a strong sense of belonging on campus
  • The program emphasizes both academic success and emotional support

, Livingstone College's president, brings personal experience to this mission. A foster care alumnus himself, Davis was born in Connecticut to a teen mother and entered foster care after his grandmother died on the day he was born. He was raised by a caring foster mother, and his journey shaped his deep commitment to education access.

These students are just like me. I always wanted to go to college but could not. There were many barriers but no bridges. My dream was deferred, delayed, but never denied. I am committed to ensuring that the same elevator that enabled me to go from Foster Care to The President's Chair will be in place for someone else.

An HBCU Mission in Action

For an institution founded to educate students often overlooked by larger systems, the H.O.P.E. Emancipation Project represents the HBCU mission in its purest form. Livingstone College is not simply recruiting students aging out of foster care—it's building a comprehensive bridge to ensure they don't just access college, but complete their degrees.

The program addresses the reality that foster care youth who aspire to attend college often lack the financial, emotional, and family support systems that many students depend on. By providing all of these elements, Livingstone College is sending a powerful message: there is a place for them, a plan for them, and a path forward.
