After the Al Qaeda bombing of the U.S. embassies in Kenya and Tanzania on August 7, 1998, President Bill Clinton authorized missile strikes on what he claimed was a chemical weapons facility linked to Osama bin Laden. The target, however, was the Al-Shifa pharmaceutical factory, a civilian facility producing more than half of Sudan’s essential medicines. The destruction of this factory raised serious questions about U.S. foreign policy in Africa, revealing a pattern of decisions that harmed civilians and destabilized regional progress. For many observers, it became an early sign of how African nations could become collateral damage in global geopolitical calculations. To understand the Rwanda genocide, one must revisit the events of April 6, 1994. On that day, a plane carrying Rwandan president Juvénal Habyarimana and Burundian president Cyprien Ntaryamira was shot down. While the internal dynamics of Rwanda played a central role, foreign involvement cannot be ignored. Both the United States and Belgium had long-standing interests in the region, and their political support for Paul Kagame, then leader of the Rwandan Patriotic Front (RPF) and now Rwanda’s president, shaped the conflict’s outcome. Kagame, born into a Tutsi family in southern Rwanda, received backing that strengthened the RPF’s position during the genocide. Although Kagame is widely credited with ending the mass killings, the geopolitical alliances behind his rise remain insufficiently examined in mainstream narratives. Hundreds of articles have been written about the genocide, yet few explore the deeper connections between the Clinton administration, Belgium’s historical role in Rwanda, and the political forces that influenced the conflict.
