Box 5007, Antioch, CA 94531 (925) 779-7020 THE CITY OF ANTIOCH INVITES APPLICATIONS FOR PERSONNEL TECHNICIAN MONTHLY SALARY RANGE - $4287 - $5210 APPLICATION DEADLINE – 5:00 P.M., FRIDAY, MAY 4, 2007 THE POSITION The Personnel Technician will perform a wide variety of technical and paraprofessional duties involving the administration of the City's personnel system, coordinating and/or including administering the City's benefit program, recruitment selection and compensation programs; to provide administrative support to and receive direction from the Human Resources Director. In addition to working in the Human Resources Department, this assignment will also provide direct services to the Police Department. Experience in public sector recruitments is preferred. EXAMPLES OF DUTIES • Coordinate all facets of the recruitment and selection process. • Enroll employees in the City's retirement and insurance program; answer questions regarding benefit programs. • Prepare job classification specifications, as directed. • Set up and maintain complex personnel records; audit and supervise the processing of personnel action forms. • Assists the Human Resources Director in the scheduling of activities and in the exchange of information; maintain records and suspense files of information and tasks requested of others inside and outside the organization; monitor the status of outstanding work. • Conduct salary surveys and respond to requests from other agencies. • Assists in preparation of the personnel function budget. • Independently respond to letters and general correspondence of a routine nature. • Prepare staff reports for City Council action, as necessary. Perform related duties as required. Job Qualifications/Requirements: QUALIFICATIONS Knowledge of: Principles, practices and theories of public personnel administration and management. Applicable federal, state and local laws and regulations related to municipal personnel functions. Knowledge of office methods, procedures, equipment and personal computer hardware and software programs (i.e. Word, Excel, etc.). Ability to: Work independently with little supervision. Employ good judgment and make sound decisions in accordance with established procedures and policy. Learn and interpret laws and rules. Communicate effectively with others by phone, in writing and in person. Experience: Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Five years of increasingly responsible administrative support work with at least two years working in personnel-related work. Training: High school diploma or equivalent supplemented by additional training/education in recruitment/selection; benefit administration and other human resource related courses. License or Certificate: Possess and maintain a valid California State Driver's License. 04/20/07 SEE REVERSE 07/10 APPLICATION AND SELECTION PROCESS Application form is required and must be completed online at www.calopps.org. Only the MOST qualified applicants will be selected to participate in the testing process, which may include, but is not limited to, application appraisal and oral interview. Selected candidate must complete and pass a pre-employment physical examination, including a drug test, and a background check prior to appointment. BENEFITS HEALTH AND WELFARE – A Cafeteria Plan is provided with a generous City contribution for the purchase of health, dental, vision, life and disability insurances; employee assistance program; and wellness program. A cash payment option in lieu of benefits is available. RETIREMENT – City pays 7% of Employees share of Public Employees' Retirement System (PERS) – 2.7% @ 55 Formula ( currently under review) HOLIDAYS - 14 days per year. VACATION - 11 to 25 days per year depending upon length of service. SICK LEAVE - 12 days per year with no limit on accumulation. DEFERRED COMPENSATION PLAN - minimum of $50.00 per month city contribution (457 Plan) MEDICAL-AFTER-RETIREMENT PLAN- for Employee, Spouse and eligible dependants EDUCATIONAL INCENTIVE PROGRAM SOCIAL SECURITY - The City participates in the Medicare portion only. Employee pays 1.45% of salary with matching contribution paid by City. CREDIT UNION – Available. IMMIGRATION REFORM AND CONTROL ACT To comply with the Immigration Reform and Control Act, all new employees will be required to provide proof of U.S. citizenship or authorization to work in the United States on their first day of employment.
