Have you, your relatives, friends, or anyone that you know ever been dropped from college enrollment registration? Have you ever been discouraged from attending higher education or knowledge gaining pursuits? If so, I think that you will find this message very interesting. How much sense does it make to issue a letter of financial acceptance and delivery confirmation and then retract said letter almost immediately? The systematic approach of dropping students from college registration roles appears to be the latest tool to "culling the herd." The targeted allotment becomes a spared expense. How many urban high school level ‘baby boomers’ have been discouraged from attending college and/or college preparatory schools? I’ll probably never get the stats on that question. It goes without saying, many urbanite students; Black, White, Latino, Asian, and/or Bi-Racial; that think and/or thought about reaching for the higher goal, have been systematically disenfranchised and/or discouraged methodically by the powers that be; starting within the educational system. The systematic red tape and administration backlogs have choked the forward motion of our country’s higher count of college level educated populace. I have personally suffered that humiliation while attending high school. At the age of about 15, I entertained the thought of transferring from the school I attended to a school of higher academics. One day during the end of the spring semester, I went to the counselors’ office at school. I asked the counselor that was assigned to me, about transferring to the higher academic school. He gave me the once over and replied without viewing my school records and history. "Son, you cannot attend that school or any school of higher academic level." "You do not have the aptitude or the intelligence required to get past the test." I went along with that assumption primarily because I didn’t know what to do or whom to go to for further advice. Sure, there were individuals that said, "Man, you can be anything that you want to be." That is easier said than done, especially when you could do just great working in a factory or warehouse, in those days. That is what the counselor advised me to do anyway. He said "son, go on down to the wood shop, metal shop, electric shop, print shop, and/or automobile repair shop, and learn to work with your hands." "Your kind of people are always good doing things with their hands." The jobs were plentiful in the days of the 50s, 60s, 70s, and early 80s. The 90s started to show the outsourcing of American jobs and the beginning growth of Information Technology. It also showed the beginning of the end for the factory and manufacturing workforce. Is the existence of systematic discrimination a reality? Discrimination is prevalent in Philadelphia, workers. Union and non-union, are fighting for construction contracts to work on the continuing expansion of the Philadelphia Convention Center where white union workers predominantly man the jobs. Why is it that large cities and corporations continue to espouse diversity and practice otherwise? Why is it that toy/doll manufacturers make white person-imaged dolls with clothing that is fashionable and acceptable to the status quo and the dolls that replicate or imaged to portray people of color as urbanomically correct, i.e., baggy pants with shirts and blouses that are oversized? Some people certainly would agree that the main reason is control, power, and the continuing separation of "them that’s got it and them that don't." "And if you aint got it, you certainly will not get it and we will make it difficult if not impossible for you to get it!" I've been attending college for about eleven years and achieved three years of recorded formal college education. The one time that I was able to attend school, with the intention of securing the colleges' 'Certificate of Management', hoping to enhance my 'Associate Degree', the rug was pulled from underneath me. I was attending classes for the fall semester of which I spent the majority of the summer fighting to get into, only to be denied the opportunity. The college neglected to inform PHEAA that I was enrolled and attending classes. PHEAA in turn, withdrew the tuition and supplies payment due to the fact that my name was not on the schools' current enrollment listing. I was enrolled for classes at the college. I was attending classes on the scheduled evenings (4 nights a week). I have also purchased the required textbooks and received syllabi with course lessons. My participation was ongoing from the second day of classes in September 2007, until I was forced out at the end of October. Several college officials and staff assisted me with my enrollment process. One of the officials issued an apology verifying a mistake in its pre-requisite protocols. How do you think I felt after going through all of this red tape and bureaucratic non-sense, to not be allowed to attend school? I have complied with all of the requirements set forth by the directives with the exception of making contact with the Bursars Office, informing them of the transactions and receiving a payment waiver. Wasn't the Financial Aid Office supposed to do that? Do you think or feel that bigotry and racism is alive and well where you work, play, shop, and/or live? They told me that I couldn’t handle academics. They told me that I couldn’t go to college. They told me that I couldn’t do a lot of things; but I did. Be it as it may, should anyone think that I have given up on the paper chase, think again. I will be successful in my dream, my quest of acquiring the coveted and allusive collegiate credentials, some way some how. You too can be successful. You too can be anything that you want to be. And, don’t let anyone stand in your way! This institution has managed to derail my educational pursuits. The responsible parties, i.e., the Office of Admissions, The Office of Financial Aid, and The Office of Student Records and Registration are responsible for the curtailment of my college pursuit and financial aid assistance. Albeit, I have received assistance and support from the office of Ms. Marian McGorry, Assistant Dean, Division of Business and Technology, Community College of Philadelphia, 215.751.8737 – mmcgorry@ccp.edu Her assistant, Glory Izarry and Ms. Janet Liss of the financial aid office have been the primary contacts during the situation at hand. Ms. Janet Liss has given her advice during my registration process while suggesting the waiver clause of the financial aid process. The waiver that was supposed to be implemented was to provide assurance that I could attend classes while awaiting the tuition payment from the PHEAA / PELL GRANT. This implementation did not transpire. The end result was my being on record as dropped / not enrolled for classes. This action allowed my financial assistance to be discharged. Therefore, even though I was attending classes, they did not count, according to CCP. I have also followed the protocol of the class syllabus by purchasing the required textbooks and newspaper subscription that totaled more than two hundred dollars. Will I be reimbursed for the purchase? I feel that I won’t. Ms. Izarry personally went to the registration office and made sure that I was enrolled in the classes that I requested to attend. She even supplied the hard copies via U.S. Mail as evidence. I was forced to continuously argue my position of qualification to get into one of the classes, Marketing / Management 238. The second of the two classes was Principles of Management 141. The examination of the documentation attached to this communication will serve as proof of my enrollment and classroom participation since the first day of class, 09.05.07. My last day of attendance was 10.04.07 after learning that I was not enrolled on the electronic student enrollment list. My teachers had me enrolled on their temporary listing but not on the permanent one. Mr. McCasland investigated further, as I did, and found confirmation of my enrollment to the school. It was a roller coaster ride. One week I was on the list while the next week showed no record of enrollment on the computerized system of CCP. My teachers were as surprised as I to learn that I was not officially on the student enrollment list. Mr. George McCasland, the teacher for Marketing / Management 238, offered his condolences regarding my not being allowed to attend class due to this financial dilemma, via an email communication. The red flags went up when they, Mr. McCasland and Mr. Leonard Lebowitz, were not allowed to enter my grades after an exam and quizzes were given. I immediately made contact with the Community College Business and Technology Staff Hierarchy, i.e., the Dean, Timothy M. Sullivan, Ed D. and Ms McGorry via email. Ms. McGorry’s office was the only respondent along with the office of financial aid. I have spoken with Ms. Izarry via the telephone on more than one occasion. The email communications also list other staff members of the college that I have reached out to. The last message received from any of them was by Mr. McCasland, on Friday October 12, 2007. Adding insult to injury, I received the letter of Cancellation from PHEAA on Saturday, October 10, 2007. The most recent correspondence from the financial aid office of CCP, stated my tuition charges to be significantly higher than what I paid for a 3-credit course last year, Summer I, 2006. I did send a message to PHEAA via email, apprising them of my situation while seeking assistance regarding my class enrollment. This message is to be considered an official letter of complaint. I find it difficult to conceive that after all of the years that my family and I have attended Community College of Philadelphia, that I would be considered not worthy of some latitude regarding tuition payment, especially when it was CCP that forwarded a letter of Tuition Payment Assurance with the Scheduled Payment Date attached. I have listened to other students complain about the financial aid debacle were they are concerned. I never thought that I would be joining the ranks of those that experienced financial aid difficulties and/or failures. My sister-in-law, Ms. Charmaine R. Coulter, had recently experienced a major let down where this financial aid business is concerned. She had submitted many hours of study in light of her personal (on-going) plight, the loss of her only daughter while struggling to hold onto a part time job, to no avail. She was dropped from participating in classes at the promise of financial aid’s promise to pay for her tuition. I began studying at CCP in September 1996. I have never received financial assistance until I began studies at the Berean Institute College of Technology. It was here, that I received and earned a Specialized Associate Degree in Business Administration and Computer Programming. I earned this degree as a full time student in less than two years. I wonder why it is that I cannot achieve the credential (The Certificate of Management) that I have been reaching for through Community College of Philadelphia. I feel as though the institution does not want its students to succeed. I would have completed this goal by the end of the spring semester with the aid of PHEAA had this interruption not occurred. The faux pas of this administration (CCP) is not mine. Therefore, why should I have to be the one who suffers for the blunder? I have complied and submitted to every demand required. Without the needed college education, at my age, what employer is going to hire me? What employer will grant me an interview? Rose International, a temporary employment-outsourcing agency, currently employs me as an Operational Accounting Analyst. My assignment to Aetna Health Insurance Company in Blue Bell, Pa., is contracted for only one year. The ending date is April 4, 2008. I have applied to several permanent positions within the firm, to no avail. Prior to this opportunity, I have made many attempts to gain employment within my field of study. There have been interviews and the successful completions of test after test, but no permanent assignments. My only option to gain full employment is a college education compiled with my life and career experience. The derailment of my collegiate endeavor with CCP has added more anxiety to my career quest while time is of the essence. I am a person not a number. It seems that this institutions business is numbers and not people. This letter of protest is a direct request for resolve and assistance to this situation.
