Experience in a related field such as Human Services or Healthcare/Medical is also acceptable.</li><li>An equivalent combination of education and experience may be substituted. </li></ul><p> Accreditation as a Veterans Service Officer at the time of appointment is preferred. Must become a certified Service Officer through the Veterans Administration within one (1) year of appointment.</p><p>It is the policy of Allegheny County that in order to receive a final offer of employment, candidates must successfully pass a background check, which includes verification of Allegheny County Real Estate Tax status.</p></span> </div> <br> <span id="bold4" class=" font-weight-bold">Position Summary: </span> <span id="MainContent_PositionSummary"><br><br><p>Reporting to the Chief Veterans Officer, the Veterans Service Officer counsels, advises, and assists military service veterans, veterans’ survivors, and their dependents in obtaining benefits provided for them by County, State, and Federal laws as representatives of the Veteran Services Division. </p></span> <br> <br> <span id="MainContent_bold12" class="font-weight-bold">Overview: </span> <span id="MainContent_Overview"><br><br><p>Allegheny County’s Division of Veterans Affairs is committed to aiding and assisting all County Veterans and their families with obtaining Local, State, and Federal benefits, benefits to which they are entitled, and assisting them with the application process. We advocate for veterans and new services and programs for them and their families that would enhance their quality of life. </p></span> <br> <span id="bold5" class="font-weight-bold">Duties: </span> <span id="MainContent_Duties"><br><br><ul><li>Ensures that Veterans and their families are well informed, efficiently and respectfully guided, and solidly connected to the vast field of services and opportunities available.</li><li>Works with veterans and their families to ensure receipt of all appropriate benefits.</li><li>Prepares and submits benefits claims and service applications on behalf of Veterans and/or their eligible family members to the appropriate agencies.</li><li>Processes and approves payments of public funds for burial benefits of wartime veterans and their spouses and authorizes payments for foundation fees for federal grave markers.</li><li>Serves as an integral part of a team of focused, knowledgeable, and caring resource specialists dedicated to providing a comprehensive advocacy support center devoted to the veteran community.</li><li>Maintains effective working relationships with appropriate Allegheny County departments to support veterans in the areas of healthcare, employment, and veteran-owned business development (i.e., John J Kane Regional Centers, Human Services, minority, Women, & Disadvantages Business Enterprises, etc.).</li><li>Interfaces with the Department of Administrative Services/ Real Estate Division to guarantee veterans official discharge papers (DD-214) are maintained in a manner in which they are certified and available; if eligible, advocates for veterans to receive property tax exemptions.</li><li>Maintains appropriate relationships with Federal, State, and County agencies to ensure that eligible veterans secure pensions and other benefits in a timely manner.</li><li>Attends training sessions throughout the state as scheduled.</li><li>Interacts with all veteran organizations within the County as needed.</li><li>Performs other administrative veterans-related duties as assigned.</li></ul></span> <br> <span id="bold6" class="font-weight-bold">Knowledge, Skills, and Abilities </span> <span id="MainContent_KSA"><br><br></span> <span id="bold7" class="font-weight-bold">Knowledge of: </span> <span id="MainContent_Knowledgeof"><br><br><ul><li>Department of Veterans Affairs policies and procedures.</li><li>Governmental procedures, and state and local laws that affect veterans.</li><li>Medical terminology.</li></ul></span> <br> <span id="bold9" class="font-weight-bold">Skill in: </span> <span id="MainContent_Skills"><br><br><ul><li>Microsoft Office products.</li></ul></span> <br> <span id="bold8" class="font-weight-bold">Ability to: </span> <span id="MainContent_Abilityto"><br><br><ul><li>Effectively train staff.</li><li>Multi-task and meet deadlines.</li><li>Represent the County in a professional and courteous manner.</li><li>Communicate effectively, both orally and in writing.</li><li>Interact with county staff and veterans using exceptional interpersonal skills.</li><li>Work efficiently, both individually and as a part of a team.</li><li>Achieve Service Officer certification through the Veterans Administration within one (1) year of appointment. </li></ul></span> <br> <span id="bold10" class="font-weight-bold">Residency: </span> <span id="MainContent_Residency">Allegheny County within 1 year.</span> <br> <span id="bold11" class=" font-weight-bold">Veterans' Preference: </span> <span id="MainContent_VeteransPreference">Will be awarded to eligible candidates.</span> <br> <div id="Needtocenterandbold" class=" text-md-center font-weight-bold"> AN EQUAL OPPORTUNITY EMPLOYER - M/F/V/D </div> <br> <br> <div id="Needtocenterandbold2" class=" text-md-center font-weight-bold"> <a href="https://apps.alleghenycounty.us/HRJobApplication/firstpage.aspx?id=2615" id="MainContent_Applyonline">Apply Online</a> </div> </div> <br> <br> <br> </div> Contact Information
