The State of Connecticut, Department of Energy and Environmental Protection (DEEP) is hiring an Environmental Trainee (35 Hour) to work within the Stormwater Permitting & Enforcement Program and join our team in Hartford, CT.

Clean water is vital to Connecticut’s future. From our vibrant rivers to the Long Island Sound, the Stormwater Permitting & Enforcement Program at DEEP is at the forefront of environmental protection. We are seeking an Environmental Analyst Trainee who is ready to turn their passion for the environment into a high-impact career using modern, data-driven strategies.

We are looking for a motivated professional who is ready to become part of an experienced team protecting Connecticut’s water resources through modern, data-driven environmental decision-making. Over the last year, our division has transformed our operations by launching state-of-the-art websites, innovative online applications, and advanced digital tools. We are looking for a trainee who is excited to work in this multi-dimensional, high-performance environment.

This hybrid position is full-time, first shift, 35 hours per week, Monday through Friday from 8:00 AM until 4:30 PM. The position is based out of DEEP Headquarters at 79 Elm St., Hartford, CT 06106.

POSITION HIGHLIGHTS
In this role, you will contribute to our stormwater management initiatives. You will help coordinate and implement vital projects, conduct research, perform site inspections, and provide site-specific recommendations that prevent pollution and protect Connecticut’s water quality.

As a Trainee, you’ll be mentored by industry professionals while assisting with the implementation of the National Pollutant Discharge Elimination System (NPDES) Program. Your work will directly reduce polluted runoff from construction, commercial, MS4, and industrial sites from reaching our aquatic life and recreational waters. As a member of our high-performing team, you will:
Manage Permit Authorizations: Review applications and process critical permits for stormwater discharges, ensuring all activities meet environmental standards.
Ensure Compliance through Fieldwork: Move beyond the desk to perform on-site inspections and analyze field data to ensure permit compliance.
Develop Professional Communications: Prepare clear technical reports and professional correspondence that translate environmental data for a variety of audiences.
Drive Compliance Assistance & Resolution: Identify issues during inspections and work directly with management and facilities to follow up on enforcement and successfully close out compliance issues.
Assist with Regulatory Actions: Assist with research and provide informed recommendations for administrative enforcement.
Analyze Technical Plans: Evaluate engineering plans, process flow diagrams, and maps to ensure project specifications align with environmental requirements.
Engage the Public & Stakeholders: Research and develop informative presentations for public hearings and meetings with key stakeholders, state and federal officials.
Represent the Agency: May act as a liaison for DEEP, providing technical assistance to municipal, federal, and other state agency partners.
Support Team Objectives: Adapt to new challenges as they arise, supporting the team’s statutory responsibilities with a focus on continuous improvement. May perform other tasks as necessary to meet DEEP’s regulatory and statutory responsibilities related to discharges.
Please note, this position requires use of a state vehicle and travel, so applicants must have a valid driver's license.

Salary Note: During the first year of training, Environmental Trainees with a Bachelor's degree earn $$48,410 per year, and Environmental Trainees with a Master's degree earn $50,127 per year.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
