Monica G. Lee SPLA Personnel Administration Advisor Founder, Global Economic Innovations, LLC Monica G. Lee is the Personnel Administration Advisor for the Sudan People’s Liberation Army (SPLA) in Juba, South Sudan and President & CEO of Global Economic Innovations, LLC. Ms. Lee serves as the principle personnel administration advisor to the Lieutenant General Deputy Chief of General Staff for Administration and other senior army officials on military personnel and administrative management, force structure, modernization and integration issues, MTOE development, manning, training, human resource information system sustainment, and strategic force development. As her passion for serving mankind and empowering women and youth lead her to South Sudan to make a positive difference, Ms. Lee founded Global Economic Innovations, LLC (GEI, LLC) in 2012, as a global humanitarian aid enabler, providing intellectual, physical and social growth for the under-privileged. GEI’s current initiative is the creation of a college preparatory school, targeting African students who desire to further their education, while preparing them for the college application process, acceptance, and scholarship support into American HBCU’s. Ms. Lee is a motivated, results-focused professional with over twenty years of service as a US Army Personnel Officer, and a wealth of Military Human Resources experience that spans over thirty years. Ms. Lee served 20+ years on Army active duty from 1982 to 2002, retiring as a Lieutenant Colonel. Lee entered civil service in 2003 with the US Army Fort Eustis Garrison Command where she served in positions as the installation Adjutant General, the Director of Support Operations, and as the Director of Human Resources. She is a branch qualified Army human resources officer with additional skills such as inspector general team leader, survivor outreach services specialist, residential community manager for privatized Army housing, Army continuing education system manager, Army emergency relief manager, customer management services manager, and joint base and base realignment and closure program implementer. Additional experience includes serving as a Senior Training Analyst contractor for Communications Technology (COMTEK) 2002-2003 in support of Army HQs Training and Doctrine Command (TRADOC) at Fort Monroe, Virginia and military experience as a detailed Inspector General Team Chief at HQs, TRADOC from 2000-2002; Personnel Support Division Chief, Office of the Adjutant General, HQ, TRADOC from 1998-2000; Battalion Executive Officer and acting Commander, 55th Personnel Support Battalion, 1st Personnel Command in Hanau, Germany from 1997-1998; Personnel Management Branch Chief at US Army Europe, HQs, 21st Theater Army Area Command (TAACOM) in Kaiserslautern, Germany from 1995-1997, and Chief, Instructional Design and Audiovisual Operations Branch, US Military Academy (USMA), West Point, NY from 1991-1994.
