Theresa Early, M.Ed. is currently a Policy Analyst for the District of Columbia's Department of Human Services (DHS) Office of Policy and Program Support. She is the project point of contact for DC Cross Connect, which is a joint initiative of DHS, Child and Family Services Agency (CFSA) and Department of Behavioral Health (DBH) to improve service delivery and integrated plans for families involved with multiple systems. She is a member of the DHS Equity and Inclusion Initiative called the BRAVE team and is the DHS Designee and Co-Chair for the Mayor’s Child & Infant Fatality Review Committees and member of the Maternal Mortality Review Committee. She also represents DHS for the a Families First Amendments Act Initiative and participates on the 211 Warmline Committee.

Training and support DC Cross Connect, a joint initiative of Department of Human Services(DHS), Child & Family Services (CFSA) and Department of Behavioral Health (DBH) to improve the service delivery for families involved in multiple systems. Point of contact and inquiries of TANF and SNAP customers. Daily navigation to HUD's Homeless Management Information System(HMIS), Homeless Services Reform Act(HSRA) and CFSA's FACES systems. Provides support and response on a broad range of issues involved in planning, MOA and MOU agreements, and Unusual Incident Reports (UIR's). DC Department of Human Services designee for the Office of Chief Medical Examiner (OCME) Child, Infant and Maternal Mortality review committees. Identifies significant issues or areas of concern, make recommendations, and develop and implement new programs or policy.
