Memphis City Council HBCU Scholarship Fund

Memphis City Council Member Martavius Jones, with the full support of the Memphis City Council, elected to allocate funds for the creation of a $1 million scholarship fund because he recognized the financial hardship that students and families were experiencing in their efforts to pay for a college education. As a graduate of an HBCU, Councilman Jones also understands how valuable these particular institutions are for developing young people so that they, like himself, are able to return to the City of Memphis and make a lasting, positive impact in their community. Therefore, he proposed that one of the initiatives of the Council include this scholarship program to allow young people the opportunity to attend an HBCU and take advantage of all these institutions have to offer.

For the 2023 2024 school year and the 2024 2025 school year, the following number of scholarships are available to be awarded (up to 100 scholarships per year):

  • 10 $15,000 scholarships: Students must have a 3.7 GPA or higher on 4.0 scale
  • 20 $ 7,500 scholarships: Students must have a 3.5 to 3.6 GPA on 4.0 scale
  • 30 $ 3,300 scholarships: Students must have a 3.0 to 3.4 GPA on 4.0 scale
  • 40 $ 2,500 scholarships: Students must have a 2.8 to 2.9 GPA on 4.0 scale


Purpose of the Fund

The purpose of the Memphis City Council HBCU Fund is to encourage and provide aid to students in need of financial support who are graduating or have graduated from a high school located in Memphis and Shelby County and are attending or will attend an accredited historically Black college or university (HBCU).

History of the Fund

This scholarship fund was created at the September 16, 2021, regular meeting of the Memphis City Council. It was funded as part of the proposal by the City of Memphis administration to use its allocation from the federal government's American Rescue Plan Recovery Act. From this proposal, the Memphis City Council allocated funding to several programs that fall within the guidelines established for the Fiscal Recovery Funds, including this scholarship fund.

Students receiving a $15,000 scholarship will also receive a $100 stipend to be paid directly to their school for the studentrsquo;s use. Any $15,000 scholarship will be split and $7,500 will be awarded for two semesters.

Students will be eligible to reapply next school year if awarded a scholarship this school year.

Due to the temporary nature of these funds, this scholarship will only exist until December 31, 2026, by which time the entire fund must be expended.

Eligibility Requirements

All applicants must:

  • be a high school senior accepted to or be a current student enrolled at any accredited historically Black college or university (HBCU);
  • have a minimum 2.8 GPA on a 4.0 scale scholarship award amount aligns with GPA;
  • demonstrate financial need; and
  • submit the scholarship application form and required attachments.



A complete application includes:

  • completed scholarship application form;
  • one-page personal statement outlining education or career goals;
  • most recent high school or college transcript; and a
  • copy of your Free Application for Student Aid (FAFSA) Student Aid Report (SAR) and Student Aid Index (SAI) information, OR your College Scholarship Service (CSS) Profile.
