I attend a pwi, and I'm in the Mechanical Engineering Program. I want to transfer to an hbcu next year. I'm looking at howard U, but are there any other hbcus with good engineering programs? And while we're at it, how is Howard's program?

Before considering a school to transfer to, you might want to evaluate the reason WHY you are transfering in the first place. Your next school could possibly have those exact same issues/problems and you would be right back at square one.
But in the meantime, here is a link to Howard University's College of Engineering, Architecture and Computer Science:
College of Engineering, Architecture & Computer Science - Howard University
Research these schools also:
Tuskegee University
Florida A & M University
Prairie View A & M University
Morgan State University
The Black College Expo may be coming to your part of the world:

Hope you can make it!
