On the actual Yard it would have to be... the benches on the side of Douglass. A good place to do people watching (ie...what the hell does she have on? It aint summer yet!) and get a contact high at the same time.
I also occasionally post up on the benches in front of the Fine Arts building...That way I can be near the bulk of my classes, watch the crazy antics of fellow Fine Art students without actually sitting on the Fine Arts steps and getting gawked at by the whole yard like a monkey in a zoo.
As far as DC spots close to campus me and my girls hang out Tryst, a nice cafe in Adams Morgan and Cafe Mowenaj (sp?) right by Howard-Shaw Metro.

The Fine Arts steps seem like such a weird place to be. Whenever I walk past there, which is rare because I'm never coming from that direction, I feel like I'm under a microscope
