That's not close to the point. For one, NOBODY in the game does it nearly as much as he does. And when they do it, they usually use the most famous lines or incorporate parts from the hottest hooks in a verse, basically just to get the audience to sing along. But they don't do it as much as Jay, plus Jay uses lines that most of us haven't even heard before, and Jay claims to be the best rapper out. So just like I said earlier, it's gonna be unfair for the youth who will hear his songs 10 years from now.

Wait..Nobody does it as much as Jay? But many people go further than just borrowing lines...How about verses, full songs, Album covers, ect..
50 Cent used a whole 2pac verse and just switched names. Umm, I never remember Jay-z using awhole verse.
Diddy used not only lines of people before him but he used the same beat and Lyrics to record hits...Is that not the same thing?
The Game not only uses lyrics but went as far as using the exact same Album cover as Biggie...Is that not basically the same thing?
I could list numerous more but those two examples are just extremes that I feel are worse than a "line" that almost always introduces his verse. Jay-z has more quoteables than borrowed lines. Just because he picks album songs and not singles doesn't mean he's actually "stealing" the line opposed to what others do. I've known of it for a long time and it just never bothered me because the originality of his words, past the borrowed lines, is still only matched by 2 other people in Rap. He's the self proclaimed "Greatest Rapper Alive"...I've heard every rapper in the game say that.
On top of that your essentially blaming Jay for the "youth" not knowing anything about the Golden Years of Hip Hop. Is it his fault that somebody discovered hip hop in '98 and knows nothing about what happened before it? No. If your that concerned about who actually came up with something check the credits, It has to be mentioned or he would have gotten sued a long time ago. 90% of the concepts and ideas in hip hop nowadays are recycled from older versions of black music. So, Exactly why is he taking the blame? Producers haven't been original in about 15 years now.
My point is that there are far worse things happening in Hip Hop then Jay using lines of people who came before him. What about all the people who don't even write their own rhymes and have to use Ghostwriters, and they claim to be the best at what they do? What about Dr.Dre who has been putting his names on other people's beats for nearly 20 years? He's still mentioned as one of (if not the best) producers in Hip Hop History?
